Hector Javier Palacios Law Enforcement Scholarship
Officer Hector Javier Palacios, a dedicated law enforcement professional with the Pearsall Police Department and a lifelong resident of San Antonio, Texas, passed away unexpectedly on February 3, 2024, at the age of 40.
Known affectionately as "Javie" to those close to him, Officer Palacios served honorably in law enforcement for eight years, including his time with the City of Somerset Police Department, where he rose to the rank of Lieutenant. During his tenure, he earned the admiration and respect of his fellow officers and community members alike for his unwavering commitment, honor, and selfless service.
Officer Palacios was a unique and caring leader who always placed the morale, welfare, and development of his officers above his own. Even early in his career, he stepped into roles of great responsibility and excelled in them, especially during times of departmental instability. As a Staff Sergeant in the U.S. Army noted, his devotion to service and esprit de corps were exceptional and rare among those so newly graduated from the academy.
He consistently demonstrated the values of loyalty, honor, and personal courage — embodying the very principles expected of Texas Peace Officers. He was not only a role model within the department but also a trusted protector of the community and a steadfast friend. His leadership extended beyond duty, reflecting genuine care for both his officers and the citizens he served.
Outside of his professional life, Hector was a devoted father, son, brother, and friend. He was always ready to lend a hand, putting others before himself in every aspect of life. Family meant everything to him, and he was deeply loved by all who had the privilege of knowing him.
The loss of Officer Palacios is profoundly felt, not only by his department and community but by the broader law enforcement family across the State of Texas. His legacy of service, compassion, and leadership will live on in the lives he touched and the example he set.

This scholarship aims to honor the memory of Hector Javier Palacios by supporting students who plan to spend their careers giving back through law enforcement.
Any high school senior, high school graduate, or undergraduate student from Southwest High School,
Pearsall High School, Somerset High School, Fox Technical High School, Tom C Clark High School, or the University of Texas at San Antonio in Texas, may apply for this scholarship opportunity if they’re pursuing law enforcement.

The winner will be publicly announced on Sep 1, 2025. Prior to the announcement date, we may contact finalists with additional questions about their application. We will work with donors to review all applications according to the scholarship criteria. Winners will be chosen based on the merit of their application.
Award checks will be sent to the financial aid office of the winner's academic institution or future academic institution in their name to be applied to their tuition, and in the name of their institution (depending on the school's requirements). If the award is for a qualified educational non-tuition expense, we will work with the winner directly to distribute the award and make sure it goes towards qualified expenses.
Before we award the scholarship, the winner will be required to confirm their academic enrollment status. Depending on the circumstances, verification of Student ID and/or their most recent transcript will be required.
