Officer Hector Javier Palacios, a dedicated law enforcement professional with the Pearsall Police Department and a lifelong resident of San Antonio, Texas, passed away unexpectedly on February 3, 2024, at the age of 40.

Known affectionately as "Javie" to those close to him, Officer Palacios served honorably in law enforcement for eight years, including his time with the City of Somerset Police Department, where he rose to the rank of Lieutenant. During his tenure, he earned the admiration and respect of his fellow officers and community members alike for his unwavering commitment, honor, and selfless service.

Officer Palacios was a unique and caring leader who always placed the morale, welfare, and development of his officers above his own. Even early in his career, he stepped into roles of great responsibility and excelled in them, especially during times of departmental instability. As a Staff Sergeant in the U.S. Army noted, his devotion to service and esprit de corps were exceptional and rare among those so newly graduated from the academy.

He consistently demonstrated the values of loyalty, honor, and personal courage — embodying the very principles expected of Texas Peace Officers. He was not only a role model within the department but also a trusted protector of the community and a steadfast friend. His leadership extended beyond duty, reflecting genuine care for both his officers and the citizens he served.

Outside of his professional life, Hector was a devoted father, son, brother, and friend. He was always ready to lend a hand, putting others before himself in every aspect of life. Family meant everything to him, and he was deeply loved by all who had the privilege of knowing him.

The loss of Officer Palacios is profoundly felt, not only by his department and community but by the broader law enforcement family across the State of Texas. His legacy of service, compassion, and leadership will live on in the lives he touched and the example he set.

Law enforcement is one of the most vital fields in our society and is critical for the safety, security, and comfort of the world.

It takes great bravery, selflessness, and drive to go after a career in law enforcement. From the risks and dangers of the jobs to the physical discipline and mental fortitude required in training to the sacrifices an officer and their family must make for the sake of their community, law enforcement demands greatness. 

This scholarship aims to honor the memory of Hector Javier Palacios by supporting students who plan to spend their careers giving back through law enforcement.

Any high school senior or high school graduate in TX may apply for this scholarship opportunity if they’re pursuing law enforcement. Undergraduate students at the University of Texas at San Antonio in Texas may also apply if they're pursuing law enforcement.

Preference will be given to applicants from/in Pearsall, Texas.

The first time I heard the sound of gunfire on the radio, I was sitting in the dimly lit dispatch room about one year in as a 9-1-1 operator. A voice came in through my headset—urgent and relying on me for the next critical step. “SHOTS FIRED, SHOTS FIRED!” In that moment, I realized the weight of responsibility that comes with public safety work. That moment also solidified my desire to one day be on the other end of the radio: out in the field as a law enforcement officer, directly serving and protecting my community. My name is Orlando Loya, and I’m a 20-year-old college student from Mission, Texas. In addition to my work in emergency communications, I am an FAA Part 61 certified drone pilot and the owner of RGV Drone Operations, a business I built to provide affordable aerial photography and videography services in the Rio Grande Valley. My business allows me to combine my passion for technology with my commitment to helping others, whether it’s documenting accident scenes, capturing real estate footage, or assisting with marketing projects for local businesses. My long-term goal is to become a law enforcement officer who integrates modern technology—especially drones—into public safety. I have seen how valuable aerial tools can be for search-and-rescue missions, crime scene documentation, and traffic collision investigations. These innovations can save lives, save time, and bring critical clarity to complex situations. I believe my unique skill set will allow me to bridge the gap between traditional policing and the possibilities that technology offers. Balancing my career, education, and business has been challenging. As a college student, I carry the responsibility of not only pursuing my own goals but also setting an example for my family and community. The financial strain of tuition, books, and other school-related expenses often means working extra hours, which takes time away from studying and advancing my education. While I’m proud of my work ethic, I know that additional support would allow me to dedicate more energy toward academic success without the constant worry of how to cover tuition. This scholarship would make a meaningful difference in my journey. It would ease the financial burden of my education, allowing me to focus on my coursework and law enforcement academy preparation without the distraction of financial stress. With this support, I could put more time and attention toward my studies, gain the knowledge and skills necessary for my career, and stay on track toward my goal of serving in law enforcement. Beyond my own ambitions, I want to inspire others in my community to dream bigger. Growing up in the Rio Grande Valley, I’ve seen how many young people limit their goals because they believe opportunities are out of reach. I hope my path can show that with determination, skill-building, and the right support, it’s possible to break through those barriers. For me, this scholarship is more than financial help—it’s an opportunity to fully invest in my education and prepare for a career of service. With your support, I can work toward becoming the kind of officer who not only responds to emergencies but also uses technology to prevent them, improve outcomes, and strengthen trust between the community and law enforcement

The winner will be publicly announced on Oct 1, 2025. Prior to the announcement date, we may contact finalists with additional questions about their application. We will work with donors to review all applications according to the scholarship criteria. Winners will be chosen based on the merit of their application.

How will the scholarship award be paid?

Award checks will be sent to the financial aid office of the winner's academic institution or future academic institution in their name to be applied to their tuition, and in the name of their institution (depending on the school's requirements). If the award is for a qualified educational non-tuition expense, we will work with the winner directly to distribute the award and make sure it goes towards qualified expenses.

How will my scholarship application be verified?

Before we award the scholarship, the winner will be required to confirm their academic enrollment status. Depending on the circumstances, verification of Student ID and/or their most recent transcript will be required.
