Detective Sergeant Robert Feliciano “IMPACT” Scholarship
A number of people have made a meaningful impact on my life, shaping the person I am today and the path I intend to follow. I was fortunate to grow up in a household surrounded by individuals deeply committed to their community. Their examples instilled in me a sense of duty, ethics, and the belief that one person can make a difference—values that I now carry with me as I pursue a career in law enforcement.
My father was a politician who served the city of Detroit with integrity and fairness. He never lost sight of his responsibility to the people and never misused his authority for personal gain. Watching him work taught me the importance of ethical leadership and the role public servants play in protecting and uplifting their communities. From him, I learned that true leadership means being accountable, transparent, and always acting in the best interest of others—even when no one is watching.
My mother has also been incredibly influential in my life. She is a public school teacher in the Detroit public school district. Throughout my formative years, I watched her devote herself completely to the success of her students. Her patience, compassion, and determination to improve literacy and problem-solving skills among youth were unwavering. She has not only enriched countless young lives but has also inspired her former students to give back by creating educational foundations of their own. From her, I adopted the values of persistence, empathy, and the importance of leading by example.
My older brother has served as a police officer for the past eight years. His professionalism and commitment to fair treatment have never wavered, even as public opinion surrounding law enforcement has faced significant challenges. He has never been involved in an incident of misconduct and consistently treats every citizen with dignity. His conduct has shown me what it means to serve honorably, and it has strengthened my desire to follow in his footsteps. From him, I’ve learned the importance of restraint, respect, and the necessity of earning the community’s trust every single day.
My older sister has also left a lasting mark on me. She has volunteered with numerous community organizations, organized events to promote literacy, and helped bring families together through outdoor events and educational outreach. Now, as a community director at the University of Washington, she continues to fight for equity, particularly for minority students. Her work has taught me that community impact goes beyond what’s visible—it’s about creating opportunities, ensuring fairness, and making people feel seen and valued.
From all of them, I have adopted habits and qualities that will shape how I serve in law enforcement. I’ve learned to listen before acting, to approach situations with both logic and compassion, and to stand firm in my principles even when it's difficult. I understand that a good officer is more than just a badge—they are a consistent, calm presence in moments of crisis, a mediator in times of conflict, and a source of reassurance when fear takes hold.
My family has taught me that public service is not about glory or power. It is about service, sacrifice, and being part of something greater than yourself. I hope to carry their legacy into the law enforcement profession by being a fair, ethical, and community-focused officer who treats every person with respect. By embodying their values, I aim to bridge gaps between law enforcement and the community and contribute meaningfully to a safer, more united society.
