Oscar Lee Foy, Jr. and Mary Catherine Hairston Foy Education Scholarship
Mr. Oscar Lee Foy, Jr. and Mrs. Mary Catherine Hairston Foy were my beloved parents. This photo is from their wedding day. Their 100th birthdays were in 2025, which prompted me to think about ways to honor them.
My parents attended Winston-Salem State University during the 1940s, and they were both passionate about education. In fact, my mother taught in the Stokes County, NC school system for over 30 years, and she ultimately earned a Master’s Degree in Education. In addition, my father was known as an understated genius who had an intrinsic love of learning and reading. They were aware that in this day and age, pursuing higher education isn’t always feasible. Between the costs of application fees, the burden of tuition, and the rising nature of living expenses, paying for four years of school can feel impossible. When students lose out on college, they also lose out on the many career opportunities that require a degree.
Thus, this scholarship seeks to honor the memory of Oscar Lee Foy, Jr. and Mary Catherine Hairston Foy by continuing their shared legacy of supporting students who are dedicated to attaining a college education.
Any undergraduate student at Winston-Salem State University may apply for this scholarship opportunity. However, education majors, especially those with the goal of teaching grade school, are preferred.

The winner will be publicly announced on Aug 8, 2027. Prior to the announcement date, we may contact finalists with additional questions about their application. We will work with donors to review all applications according to the scholarship criteria. Winners will be chosen based on the merit of their application.
Award checks will be sent to the financial aid office of the winner's academic institution or future academic institution in their name to be applied to their tuition, and in the name of their institution (depending on the school's requirements). If the award is for a qualified educational non-tuition expense, we will work with the winner directly to distribute the award and make sure it goes towards qualified expenses.
Before we award the scholarship, the winner will be required to confirm their academic enrollment status. Depending on the circumstances, verification of Student ID and/or their most recent transcript will be required.
